A prior approval establishes the principle of residential development on the site where, under normal circumstances, permission would not be granted in the open countryside for an isolated dwelling in an unsustainable location such as this. Instead it bypasses these policy constraints so the real value lies in the fact that the principle of residential development has now been established on the site providing an opportunity in applying for permission to re-develop the whole site using the prior approval as a fallback position.
